Default fuel pours out of carb

fuel pours out of the bottom of the carb. the screw valve thingy is tightened all the way. i have taken the bottom apart several times to double check the float. doesnt make any sense to me. did i do something wrong?

The floats have to be sticking, or the needle jet is bad.

Sounds to me like the float valve. Make sure you have it in correctly. Sometimes, they can be installed backwards.
